Where do I buy parking permits?
There are three types of parking permits available: daily, monthly, and annual.

Visit the ABM Parking Services office at 211B Elm Street. ABM accepts cash, check, money order.

What is a parking kiosk?
Parking kiosks allow parking payment for Pay & Display, Pay By License, or Pay By Space. For Pay by plate mode, the Vehicle driver enters the license plate number of their vehicle, then pay for the selected amount of time.

How do the parking kiosks work?
Our pay kiosks operate a pay-by-plate system that uses license plate numbers to confirm payment. That means that after purchasing a parking session with credit, debit, you’ll no longer have to display a receipt on your dashboard as proof of payment. This makes on-street parking more convenient and efficient.
Motorists may park in any legally available curb space between the posted “Pay at Pay Kiosk” signs except in “No Parking” zones (such as fire hydrants, crosswalks and bus stops) or during street cleaning, rush hour and other restricted parking areas and times. Please be sure to abide by all zone signage regarding restrictions and rules, including all signage of which may be posted on the same side of the street on the block where you parked your vehicle or in the lots.

What forms of payment are accepted?
Pay Meters accept credit and debit only. You can also download the Park Rockford app or Parkwhiz to pay for parking with your mobile phone.

Do I need to enter the exact license plate number to pay for parking?
Yes. If enforcement personnel can’t match your license plate with the information you entered for the transaction, you’ll receive a citation. Before each transaction is complete, you’ll be asked to confirm the license plate information you’ve entered.

What should I do if I enter the wrong license plate number?
A parking session cannot be adjusted once confirmed, so it’s very important to review all transaction details. If the session was confirmed with the incorrect plate number, you will need to make another transaction with the correct plate number to avoid a citation. You can request a refund for the incorrect transaction on our website under Refund & Contact. Simply fill out the Refund Request Form then email or mail to ABM Parking Services. Do I have to pay for parking if the pay kiosk is broken?
If the pay kiosk where you parked is inoperative, you must call 815‐968‐5294 and report it within 24 hours. In such cases, you do not have to pay for parking.
However, please be aware that you may park only for the maximum period of stay allowed in that zone. Exceeding the time limit, even if the kiosk is broken, may result in a citation. You may also consider paying with our app, Parkrockford or pay online through Parkwhiz.

If there is no kiosk in front of my parking space, do I still have to pay?
Yes. Each block regulated by metered parking will have a kiosk centralized in the middle of the block. There will also be parking regulation signs indicating you must pay at the kiosk.
If there is no meter and there are posted hourly parking signs, you can park for the duration of the free parking. By ordinance you have to move your vehicle in order to not get a parking ticket.

How will the Parking Enforcement Officer know I paid?
The Parking Enforcement Officer will scan your license plate number with their handheld ticketing device to verify your payment.
Please note: It is very important that you ensure your license plate number is correctly entered into the kiosk.

Do I have to register my car if I want to park on the street?
Yes, all vehicles operated and parked on a city street must be registered.

What do I do if the car I registered is not available or broken down?
A temporary parking permit must be obtained at the ABM Parking Services office for the period the registered vehicle will be out of service.

What happens if I forget to display my parking permit or disability placard?
Failure to display and parking in a reserve spot is a strict violation, and offenders will be issued a parking fine.

I parked in one of the ABM Garages and I can't locate my vehicle.
The location address is on the parking ticket you pulled out from the machine at the entrance of the parking ramp.

How do I report an abandoned vehicle?
You can report an abandoned vehicle by calling the Rockford Police Department on (815) 966-2900 (select option 2) or ABM Parking Services by calling (815) 968-5294. Monday-Friday from 8:00 a.m. to 5:00 p.m. If you call after hours, leave a voicemail for a return call the next business day. You will be required to provide vehicle location (street address, block #, cross street, zip code), license plate, vehicle make, and vehicle color.
A parking control officer will respond and if the vehicle is determined to be abandoned it will be processed for enforcement action.

Where do I pay my parking citations?
You can pay your parking citation:
- online, at www.parkrockford.rmcpay.com,
- in-person at the ABM Parking services office location at 211B Elm Street, Rockford IL, 61101
- by mailing a check payable to “ABM Parking Services”. Please write citation number on the memo line, and mail to the ABM office.

How do I contest a parking ticket?
You can contest the validity of a Parking ticket but not the Fine amount. Tickets must be contested within 30 days of the ticket’s issue date, or within 14 days from the date of the second notice to avoid an increase to the fine.
All disputes and requests for a hearing must be done in writing. To request an in-person hearing, simply go online to www.parkrorkford.rmcpay.com or mail your request to ABM Parking Services, 211B Elm Street, Rockford, IL 61101. Upon receipt, ABM will schedule you for the next available hearing date and will send notification of such hearing. When you appear at the hearing, please be sure to bring all supporting documentation with you.

Who decides the answers to citation appeals?
The hearing officer decides on all administrative appeals.

What happens if I get a ticket when I paid for parking?
If you would like to dispute a parking ticket that you believe was issued in error, you may contest the validity of the parking ticket. Please follow the instructions located on our Ticket payment website at www.parkrockford.rmcpay.com to contest your ticket.

What do I need to get started?
In order to view and / or purchase digital permits, you will first need to create an account. You will need to sign up with either an email address. **Please note, permits may have specific eligibility or use criteria and application may require submitting documents for verification purposes.

How do I create an online permit account?
- Upon Navigation to your permit page, from the landing page, select “Sign-up”.
- Enter a valid email address (use the email you have the best access to).
- A 3-digit code will be sent to you (via your supplied email), you will be prompted to enter this code to validate your account on the website.
- Create a 4-Digit Pin (equivalent to a password) that will you will use for future logins.

Where can I locate available permits online?
Once logged in:
- If you have a permit, upon login you will see a link to “Add New Permit” above your current or previously active permits.
- If you do not already have a permit, upon login you should land on the “View / Add Permits” page that will list all available options.
- If you are on another page, such as the FAQs, select the “View / Add Permits” tab from the top of the page, to view the permit options that are available.

How does enforcement know I hold an active permit?
Your permit provider may continue to issue a physical permit. No matter the case, your permit is now a digital record which is shared in real time to parking enforcement personnel through their wireless handheld devices. Your license plate number is the indicator to the officer that you are a valid permit holder and not in violation.

How do I change/update the email address on my account?
You will need to create a new account in order to change/update the login method. To create a new account, please click the Logout Tab and then click Sign-Up and enter a new email address. If your old account holds any active permits, you will need to contact the permitting office to have your permits transferred to the new account.

How do I reset my PIN?
To reset your PIN, click the ‘Reset PIN’ link on the login page where you are prompted to provide your PIN code. This process will allow you to reset your PIN immediately, but for security reasons all credit cards related to the account will be removed.

How do I update the License Plate associated with my Permit?
You can Log into your online account and quickly make those updates: Select the “View/Add Permits Tab” at the top of the page, select “Manage Permit” link under the permit you would like to update, the select the button that has your current vehicle information. This will open a page that allows you to make updates. If you can add a vehicle this option will also appear.

How do I add/delete a payment card?
Once you are logged into your Account, select the Payment Tab. Select ‘Add Card’, then enter and save your new card information. To delete a card, choose the card you wish to remove, then tap ‘Delete Card’. You cannot edit an existing card, you would need to delete it and add a new one.

Can I pay for other people's permits?
Yes, just click Add New Permit and fill out the application with the correct information.

Why can't I see my Permit when I log into my account?
Please check your login method. In order to access your existing account, you MUST log in using the same email that was used when creating your account. Otherwise, you will be creating a NEW permit account that is not linked to your existing permits.
